LaunchPM worked closely with Scottsdale municipalities, the property management company and the client to transform what was once a Bill Heard Chevrolet car dealership into a state-of-the-art medical facility. Neighborhood Outreach Access to Health, otherwise known as NOAH, and the LaunchPM team celebrated the official opening of the space in early November. Located in South Scottsdale just off the 101 on McDowell Road, the Cholla Health Center will offer affordable, high-quality health care services to the community. The new space has the capacity to administer care to more than 16,000 patients annually.
As the project management team for the buildout and transformation, LaunchPM coordinated the construction plan, working with all vendors and city officials on the adaptation and reuse of the existing building. The transformation from a car dealership to an up to code healthcare facility was a complex undertaking. The biggest challenge was the rezoning and site requirements needed to properly convert the space. Another challenge was extending the second floor to provide private office space, which entailed adding an interior staircase.
The new site is an integration of three NOAH east valley locations into one that provides a greater capacity to serve an increased volume of patients. It also allows NOAH the ability to offer a higher level of comprehensive care. The new 32,000 square foot building is equipped with 24 medical exam/procedure rooms, 20 counseling/psychiatric offices, six dental exam/procedure rooms, two group/play therapy rooms, and two tele-health access offices. NOAH will offer a variety of services on site that include: medical, nutrition, community resources, pediatrics, counseling, lab, dental, psychiatry, and a pharmacy targeted to open in late 2023.
Founded in 1997, NOAH set out to provide healthcare to underserved and underinsured or uninsured patients. All are welcome to the NOAH facility regardless of insurance or financial status. Although Arizona is ranked 4 in the US healthcare system, NOAH saw a gap in the affordability and accessibility to those that cannot afford this care, especially in the South Scottsdale community, so the company made its mission to change that over 25 years ago.
